Update: 2025 DOT Random Testing Rates

The DOT has released its updated random testing rates for all operating agencies (FMCSA, FAA, FRA, FTA, PHMSA).
One Major Change to Keep in Mind
The 2025 rates are the same as last year except for the Pipeline & Hazardous Materials Safety Administration (PHMSA), which has increased its random drug testing rate to 50% (from 25%).
All new rates were effective on January 1, 2025. Below is a chart from the National Drug & Alcohol Screening Association (NDASA) so your organization can easily reference the 2025 DOT random drug testing rates.
Why the PHMSA Increasing is Happening?
According to 49 Code of Federal Regulations part 199, the PHMSA is required to raise the minimum annual random drug testing rate from 25 percent to 50 percent of all covered employees when the data obtained from the latest annual DAMIS reports indicates the positive test rate is equal to or greater than one percent. The random positive rates exceeded the one percent threshold, and the administration accordingly increased the annual random drug testing rate.
