2026 DOT Random Drug Testing Rates

The DOT has released its 2026 random testing rates for all operating agencies (FMCSA, FAA, FRA, FTA, PHMSA).

One Change For 2026

The 2026 rates remain the same as last year, except for the Federal Railroad Administration (FRA), which lowered its annual random alcohol testing rate for mechanical employees to 10% (down from 25%).

All new rates took effect January 1, 2026. Below is a chart based on DOT information for easy reference.

Why the FRA Change is Happening

According to FRA Administrator David A. Fink, the adjustment is due to the industry-wide random alcohol testing violation rate for mechanical employees being below 0.5% for 2023 and 2024.

From the 2026 Random Rate Federal Register Notice:

The Administrator has therefore determined the minimum annual random alcohol testing rate for MECH employees will be lowered from 25 percent to 10 percent for the period January 1, 2026, through December 31, 2026.
